Anthropocentric View of God

Вопрос:
It looks like punishments inflicted on living entities as per Srimad Bahagavatam, fifth Canto, chapter 26 are cruel, unusual & disproportionate punishment. Since God is the creator of this system (aham sarvasya prabhavah), is he to be blamed. Even so called mlecchas' law (English Bill of Rights, US Constitution) have laws against cruel and unusual punishment. So is the human law apparently superior(less cruel) to GOD's law.
