Should We Give Charity to Beggars?

Вопрос:
Once when Srila Bhakti Siddhanta Sarasvati Thakur coming out from temple with few grihast disciples and he saw none of them gave anything to beggars' sitting out side. So he instructed them to give something. And he told that, if you will not sacrifice in this way than you will loose your mentality of sacrifice. And then you will not sacrifice for Vaishanava or deity. BSST himself also distributing to raw material on auspicious day.
What shall we do? Shall we give charity to beggar?
And if we do so, then is there any karmic reaction in case beggars' misuse it?
